The Minister of Finance, Mr Manuel  filling his bag called General Sous from the motorist labelled the Milk Cow when ever he fills up at the fuel pump.(Tax on fuel)
The empty bag is the Road Maintenance fund which should build and maintain the National Roads. It has been robbed by Government to pay for "other things." 
Now they want to also build Toll Roads which the motorists must also pay forthe use of !!!!!!
